suggests that some rule should
be settled once

for all for future. Believing that this is

desirable with the view of removing
what
causes
appear to be well grounded
of discontent, I venture to submit for Your Lordship's consideration suggestions, which if approved
some
might be considered as authoritative
rules for the future.
